Surrey Heath Borough Council Object to The Surrey Waste Plan


The report to Surrey Heath Borough Council’s Executive on Tuesday 29th November 2005, examined the response to the public consultation on the Surrey Waste Plan – Preferred Plan 2005.
Surrey County Council has begun replacing the Surrey Waste Local Plan (1997) with a new style Waste Development Framework (Surrey Waste Plan). Members responded to the Issues and Options consultation on additional sites for the Surrey Waste Plan. Following that Surrey County Council has now published the Preferred Option for the Surrey Waste Plan. The consultation period runs until Monday 12th December 2005.

The Surrey Waste Plan sets out planning policies that will be used to help shape detailed strategies from Surrey County Council and the District and Borough Councils for collecting, processing and disposing of all kinds of waste in the County. Like Surrey County Council's existing policy on household waste, it focuses on avoiding the creation of waste in the first place, minimising the waste that is created and increasing reuse and recycling. It also aims to move the County away from relying on landfill. The plan outlines the potential sites in the County to be considered for different types of waste processing and disposal.

The Executive considered the options and agreed to object to the Surrey Waste Plan. There were a number objections to The Plan, including - the time period covered by the plan is too short, the preferred site for suitable recycling, storage, transfer, materials recovery and processing facilities is located within the Green Belt and Flood Plain as well as being in close proximity to residential properties.

Cllr Pat Pearce, Surrey Heath’s Portfolio Holder for Economy and Environment said, “I welcome the development of the new Waste Plan and support the continuing emphasis on minimising waste and increasing recycling. However, it is important that waste related development respects the environment. For this reason, the Council is opposed to the identification of Heather Farm, Woking as a potential site for the treatment of waste. “
