Residents have their say on new gambling controls Surrey Heath residents are being asked for their views on new controls which will see owners of betting shops, bingo halls and all places where gaming machines are provided applying to the Borough Council for a license. From 1 September, 2007, the Government will impose stringent controls on gambling and Surrey Heath Borough Council, along with other local authorities, will have a duty to license premises where gambling takes place and to register and grant permits in relation to gambling activities and the provision of gaming machines. The Council is undertaking a consultation exercise on a draft statement of policy showing the principles it will apply when carrying out these functions and is seeking views on the document by 3 November. The finalised statement will seek approval from the Council in December. Portfolio Holder for Regulatory Services and Special Projects Cllr Stewart Stevenson said: "Gambling is an emotive issue that causes concern to some and provides pleasure for others. Whatever people's viewpoint on the ethics of gambling and the harm that it can cause, it has always been a fact of life, and this was so even when many gambling activities were prohibited." He continued: "By controlling gambling it is hoped it will prevent it from being a source of crime and disorder, being associated with crime and disorder or being used to support crime. The new policy aims to ensure gambling is conducted in a fair and open way and that children and other vulnerable people are protected from being harmed or exploited by gambling." The Council's Licensing Manager Alan Charman said: "The policy adopted by the Council will affect the owners of premises used for gambling activities and residents living within the vicinity of those premises, so we urge people to view the Council's policy statement and submit their comments and opinions to us."
